Traders at Exeter Quay are protecting their businesses with sandbags after the Met Office forecast more heavy rain.
The downpours which have caused chaos right across the region are predicted to return to Exeter at around 3pm today and there will be heavy rain into the evening.
Rain water is flooding off already saturated and river levels are extremely high at Exeter Quay, as this picture shows.
The water is lapping over the Quay and has submerged footpaths and pavements.
