Policerare currently trying to trace the next of kin of the young woman who died in the Exeter floods.
The woman, thought to be in her early 20's, died during flash floods just before midnight on Saturday on a patch of land off Western Way in the city centre.
Two other people were injured when a tree collapsed, damaging a wall, and fell directly where a small number of tents have been pitched for several months.
A group of homeless people are known to be have been living in tents at the site.
When police arrived at the scene three casualties were confirmed. One person was trapped and receiving treatment. They are described as seriously injured. Two others who were clear from the tree also received treatment.
The tree was described as a very large spruce tree which had come down across a wall into the roadway.
The seriously injured female casualty was taken to hospital. A short time later she was declared dead by medical staff.
A police spokesman said: "This is a tragic incident and our thoughts are with the deceased's family and friends. We are currently trying to contact the next of kin."
On Sunday morning the road was sealed off as workmen cleared the fallen tree and police examined the site.
